PARIS - The Swiss Federal Council’s decision on Wednesday to block the sale of Leopard 1A5 main battle tanks to Ukraine has highlighted contradictions within the government about whether it should deliver weapons to a country that is involved in armed conflict, the Neue Zürcher Zeitung (NZZ) reported yesterday.
